The clock is the backbone of the City and is rarely far from a character's awareness.
On on OOC level, the ticking provides an impetus for even anti-social characters to get out and interact.
On an IC level, a character alone is a character who hears the ticking. The longer one is alone, the louder the ticking grows. Spending too much time alone with the ticking courts madness.
So get out there and interact or start tearing your hair out and worse.
